LOOKING BACK, GUIDE TO THE FUTURERA Defense Minister Seyran Ohanyan has sent his regular 2016 New Year message to the armed forces personnel. It is the seventh one and definitely different from the previous ones. Here the Minister presents the work done in the last 7 years and summarizes the main achievements.

Firstly, Minister pays an important role to strengthening the principle of fairness, ethics and anti-corruption. In this context, an important event was the creation of the “Centre for Human Rights and Ethics of RA MoD” and the respective staff of the Minister’s assistant.

In the implementation of the personnel policy are taken into account only the professional skills, experience of the individual, his performance in office. In 2016 academic year, the armed forces will be guided by the slogan “prepared commander, a professional army, a safe homeland.” Let us remember on this occasion one of the phrases from the speech of the President of Armenia Serzh Sargsyan: “The military intelligentsia is the backbone of the people and the state. If it is broken, we will not have anything.”

From the point of view of the corruption risks a dangerous area is the shopping process. Numerous measures have been implemented towards the elimination of violations, identifying new mechanisms of extortion. As a result, today the process of buying goods and services in the armed forces is transparent than ever, available to all.

The scope of the biggest corruption risks is always considered the recruitment process. However, consistent work permits the Minister to talk with a certain pride about the process of recruitment. Implementation of the principles of the lottery distribution of conscripts, where the parents can also be present, makes sure that the process is fair and transparent.

In his message the Minister speaks about the life of the armed forces, as well as the most important directions of development, he stresses that great attention is paid to planning and strategic planning process. Management culture has been formed, which is based on discussion. All the important decisions are made on the basis of the proposals, their discussions and a general conclusion.

Proper management of the personnel definitely contributes also to the implementation of two very important concepts: “With small forces – big tasks” and “Management through tasks”.

The message speaks of the important principles and measures of combat training, engineering support of positions, security products, the development of domestic military industry, etc.

Minister considers it proven that the registered military successes are the result of dedicated, hard work of all personnel.
