THE RISKS OF MILITARY SERVICE AND THE WAYS OF THEIR ERADICATION

On July 17, at the Military Institute after V.Sargsyan started a conference on the subject “The ways to ensure security of service in the context of ensuring security of military service.”

AF General Staff Deputy Head, Lieutenant General Haykaz Bagmanyan in his opening speech, analyzing the causal connections of incidents, said that some commanders, being themselves methodically poorly prepared, not fully train the staff on safety rules during the execution of combat missions.

Head of Service of Troops and security of military service Department of the RA Armed Forces General Staff, Colonel H.Karapetyan presented requirements of RA Armed Forces to ensure the safety of military service, military service safety directions in the daily activities of troops.

Chairman of the Public Council under the Minister of Defense Gegham Harutyunyan spoke about the implementation of social control and the risks of corruption in the army. In his opinion, it is necessary to replace the phrase “healthy call-up” to “fair call-up” because soldiers with health problems can go to the army, but numerous complaints are connected with infringement of the principle of justice.

Chairwoman of the Coordination Council of “Soldier” NGO Margarita Khachatryan expressed the opinion that there is a need to be more compassionate and caring in relation to the officer. It is necessary to solve their social problems and then demand from them a great service.

Another non-governmental organization participating in the conference was the “Armenian Association of military doctors.” Member of the Association Council, Lieutenant Colonel Gor Vardanyan spoke about the medical safety of military service, which suggests sanitary-epidemiological control of life and living conditions of military personnel, the implementation of preventive measures, and presented a number of proposals.

Deputy Head of the Military Medical Department of the RA Armed Forces, Colonel G.Galstyan put emphasis on ways to prevent diseases in the military units. He also stressed the importance of daily health monitoring of personnel during combat training and everyday life, as well as organization of obligatory military medical examination of contract servicemen.

Report of the Chief of the Military Institute after V.Sargsyan, Major General A.Gahramanyan was dealing with the raise of legal awareness of students and reduce the risks during military service.

Head of Division of Service of Troops and security of military service Department Colonel V.Nshanyan spoke about the role and activities of the standing committees of safety of military service and presented a number of proposals to address the shortcomings.

At the conference representatives of the military police and the Army of Defense also made speeches.

Representative of the Arms Department, Colonel A.Stepanyan spoke about the causes of accidents, incidents and measures to prevent them, and commander of the military unit, Colonel Asatryan expressed the view that the correct and effective organization of work and constant monitoring will prevent many accidents, human and material losses, adverse psychological situations.

-The Conference will achieve its objectives only if just from the next day all reasonable and innovative proposals will be delivered to the rails, and we all will begin to address deficiencies, – said at the briefing Head of Department Colonel Karapetyan.
